The mission of the Housing & Community Development (HCD) division is the development of quality neighborhoods within the City of Richmond by partnering with neighborhood residents and community groups, the division accomplishes this goal through:
Assisting homeless and disabled individuals in obtaining housing
Developing new affordable housing
Expanding economic opportunities in business and employment for low- and moderate-income residents
Improving existing housing conditions
The City of Richmond’s Housing and Community Development department presented the draft 2015-2020 Consolidated Plan to the City Council on May 5, 2015 receiving council approval.
